The Risk of Academic Inequity in the Assessment of International Transfer Students Grade Conversions In Indonesia

Abstract

The process of converting grades for students transferring from overseas schools to Indonesian educational institutions currently operates without standardized instruments at the national level. This policy research analyses one critical dimension of this problem in depth: the risk of academic injustice arising from the subjectivity of ad-hoc team professional judgement. Using policy document analysis and regulatory comparison approaches, this study identifies policy gaps that create room for inconsistencies across schools, data entry errors in Dapodik, and unequal treatment of students. From the perspective of assessment fairness theory and educational equity, this condition represents a potential violation of students' academic rights. This article recommends strengthening policy through comprehensive technical regulations, developing standardized digital instruments integrated within the Kemendikdasmen e-layanan system, and auditable accountability mechanisms.
