GTK Community Development Management: A Comparative Study of the GTK Community of the SIAP Team of SDN Kota Baru IV with the Edupioneers Community of SDN Kota Baru IX in Bekasi City

Abstract

This study examines and compares the management of Teacher and Education Personnel Community (GTK Community) development at two elementary schools in West Bekasi District, Bekasi City, namely SDN Kota Baru IV with a community named TIM SIAP and SDN Kota Baru IX with a community Edupioneers Community. Both schools have active GTK Communities equipped with official decrees and structured work programs. However, in the GTK Community Competition of West Bekasi District, SDN Kota Baru IV won 4 main prizes out of 4 categories, while SDN Kota Baru IX only won 3 consolation prizes. This study uses a comparative descriptive qualitative approach with data collection techniques of semi-structured interviews, observation, and documentation studies. The results show that SDN Kota Baru IV excels in active community human resources, structured data-based planning, impactful programs, and well-organized sub-communities. Meanwhile, SDN Kota Baru IX excels in describing structured data-based planning, digital technology innovation and diverse cross-disciplinary programs. These findings imply that systematic management, Data-Based Planning (PBD), and school principal leadership as an instructional leader are key determinants of GTK community quality and competitiveness.
