Abstract

Artificial Intelligence (AI)-driven digital transformation has become a strategic priority for organizations seeking to enhance competitiveness, operational efficiency, and innovation. However, existing AI maturity models primarily emphasize technological capabilities or data readiness, with limited integration of AI governance, risk management, ethics, organizational capabilities, and digital transformation into a comprehensive framework. This study aims to develop an Artificial Intelligence Maturity Framework to assess AI implementation maturity and support organizational digital transformation planning. The research employs a Framework Development Study approach by integrating Systematic Literature Review (SLR), Comparative Framework Analysis, Content Analysis, and Design Science Research (DSR). The framework is synthesized from existing AI maturity models, ISO/IEC 42001, the NIST AI Risk Management Framework, the OECD AI Principles, and recent studies on AI Governance and Responsible AI. The proposed Integrated AI Maturity Framework comprises a conceptual model, a matrix of dimensions and indicators, five maturity levels, a conceptual assessment instrument, and an AI implementation roadmap. The framework integrates nine dimensions: strategy, AI governance, AI risk management, AI ethics, data, technology, organizational capabilities and talent, innovation culture, and digital transformation. It provides a comprehensive conceptual foundation for evaluating and advancing sustainable AI implementation across diverse organizational contexts.
