Analysis of Facility Management and Safety (FMS) Implementation Using PDSA at the NTB Provincial General Hospital

Abstract

Facility Management and Safety (FMS) is a crucial pillar in hospital operations to mitigate the risk of technical failures that directly impact the safety of human lives, patients, and staff. This study aims to analyze the implementation of FMS at RSUD Provinsi Nusa Tenggara Barat (NTB) using the Plan-Do-Study-Act (PDSA) cycle approach. This study employs a qualitative design with data collection techniques through in-depth interviews with 5 key informants, field observations, and document tracing of leadership, safety, security , fire protection, and disaster management variables. The informants consist of technical leaders related to infrastructure, Hospital Occupational Health and Safety (K3RS), security , and the quality committee. Data analysis was conducted by mapping field findings into the four stages of the PDSA cycle. Findings indicate that in the Plan stage, RSUD Provinsi NTB has a strong administrative foundation through the development of a Master Plan based on Hazard Vulnerability Analysis (HVA). In the Do stage, implementation includes the use of access cards, 24-hour patrols, and preventive maintenance of vital utilities in critical areas such as the ICU and Emergency Room (IGD). The Study stage reveals a data-based monitoring system through internal audits and Root Cause Analysis (RCA) of incidents. In the Act stage, evaluation results have been followed up with SOP revisions, physical security  enhancements (magnetic locks), and updates to operational policies. Based on the research findings, it is recommended that hospital management increase the frequency of regular emergency simulations to strengthen staff competence. Furthermore, strengthening coordination between technical units and optimizing public education for visitors regarding facility safety rules is necessary to minimize sociocultural barriers in the field.
