Strengthening the Capacity of Sustainable Regional Development Planning Through the Pentahelix Collaboration Forum in Tangerang Regency

Abstract

Tangerang Regency faces complex development challenges, including climate change, digital transformation, and the need for inclusive economic growth. Regional development planning is often constrained by sectoral interests and limited understanding of environmental instruments and Environmental, Social, and Governance (ESG) principles. This community engagement activity aimed to strengthen stakeholders’ capacity for sustainable development planning through knowledge dissemination and collaboration based on the Pentahelix model, involving Academics, Government, the Private Sector, Communities, and Media. The activity employed an international seminar and Focus Group Discussion (FGD) held at ICE BSD City in May 2026, involving participants from universities (IPB, BINUS, UPH, and ITI), government institutions (Bappenas and Bappeda), and industry (APINDO). The results showed improved understanding of integrating the Regional Low-Carbon and Climate Resilience Development Plan (RPRKBI-D) into the Regional Medium-Term Development Plan (RPJMD), transforming ESG from a compliance requirement into a growth engine, and developing green financing innovations for MSMEs and Regional-Owned Enterprises (BUMD). The Pentahelix collaboration model effectively bridged cross-sector communication gaps and generated measurable policy recommendations to support Tangerang Regency as a smart, resilient, and sustainable region.
