Empowerment of Tourism Awareness Groups (POKDARWIS) through Mangrove-Based Productive Economic Innovation in Pengudang Village, Bintan Regency

Abstract

Pengudang Village in Bintan Regency possesses extensive mangrove resources and strong potential for community-based ecotourism development. However, limited skills, organizational capacity, and economic diversification among members of the Tourism Awareness Group (POKDARWIS) have constrained the utilization of these resources for sustainable economic growth. This study aims to examine the empowerment process of POKDARWIS through productive economic innovation based on mangrove utilization, particularly the development of mangrove syrup as a value-added culinary product. Using a participatory approach, the program involved community socialization, technical training on mangrove processing, managerial capacity-building, and the introduction of appropriate. The results indicate significant improvements in participants’ skills in product processing, financial management, and environmental awareness. The introduction of a mangrove seed crusher and packaging tools enhanced product consistency and production volume, strengthening the group’s readiness for broader market access. These findings demonstrate that local resource-based empowerment effectively supports household income growth and reinforces sustainable coastal ecotourism. In conclusion, strengthening POKDARWIS through mangrove-based culinary innovation has proven effective in enhancing governance capacity, economic resilience, and community independence in Pengudang Village.
